In midst of drought, Houston to mandate waer conservation

The problems with Houston, Texas, are not limited to the supply of drinkable water. In fact, the city’s sprawl-happy development is largely responsible for its water woes. I noticed the city’s sprawl almost immediately after exiting an airliner at one of Houston’s airports 30 years ago (I was on an Air Force temporary duty assignment). How to throw away water via the suburban lawn (turf farms)? Encourage more sprawl development. It’s the American way and no place has been more successful at it than Houston (Atlanta and Las Vegas are close behind).
