Florida’s Miami-Dade County has come up with a boondoggle plan to recycle waste water — on the surface (no pun intended) a worthwhile endeavor. But this isn’t so much about conservation as it is about coming up with the fuel, i.e., water, needed to keep the Florida growth machine churning along as if God is still making fresh land.
